  "text": "(This note is not part of the Order)\nThis Scheme authorise the Secretary of State to provide a dual three lane motorway (D3M) between Dishforth and Barton and to provide new motorway junctions to connect the proposed motorway with the local road network at Baldersby, Leeming and Catterick (all in North Yorkshire).\nA regulatory impact assessment has not been produced for this instrument as it has no impact on the costs of business, charities or voluntary bodies.",
