The Secretary of State for Transport, in exercise of the powers conferred by sections 84(1)(a), (2) and 124, and paragraph 27(1) of Schedule 9 to, the Road Traffic Regulation Act 1984f1, and of all other powers enabling him in that behalf, hereby makes the following Order:
