  "heading": "Exemptions from prohibitions and restrictions",
  "text": "Nothing in this Order applies to—\n(a) a vehicle being used—\n(i) for fire brigade, ambulance or police purposes;\n(ii) for the removal of any obstruction to traffic; or\n(iii) in connection with the maintenance, improvement or reconstruction of any road;\n(b) a vehicle when the person in control is—\n(i) required by law to stop or not to proceed;\n(ii) obliged to stop in order to avoid an accident; or\n(iii) prevented from proceeding by circumstances outside his control; or\n(c) a licensed cab on a cab rank.",
