  "text": "(1) The Secretary of State may authorise in writing a person to exercise any one or more of the powers in paragraphs 9 to 13 of this Schedule.\n(2) Any person authorised by the Secretary of State in accordance with sub-paragraph (1) is an authorised person within the meaning of regulation 21 of the Enforcement Regulations.",
