The Secretary of State for Transport, in exercise of the powers conferred by sections 82(2), 83(1) and 122(A) of the Road Traffic Regulation Act 1984f1, and of all other powers enabling him in that behalf, having consulted with the chief officer of Kent Police, hereby makes the following Order:
