The Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred by section 84(1)(a) and (2) of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984f1, and of all other powers enabling him in that behalf, hereby makes the following Order:
