  "heading": "Pre-commencement works",
  "text": "(1) Any pre-commencement works must be carried out in accordance with the pre-commencement plan.\n(2) In this paragraph—\n“pre-commencement plan” means the document of that description listed in Schedule 10 certified by the Secretary of State as the pre-commencement plan for the purposes of this Order; and\n“pre-commencement works” means the works described as such in the Pre-Commencement Plan.",
