  "text": "Any approval of P66 required under paragraph 78 must not be unreasonably withheld or delayed but may be given subject to such reasonable requirements as P66 may require to be made for—\n(a) the continuing safety and operational viability of the pipelines; and\n(b) the requirement for P66 to have uninterrupted and unimpeded access to the pipelines at all times.",
