  "text": "(1) Step 2 is—\n(a) to rank the severity of the aggravating factors (if any) in the case, with “1” to apply where the case has no aggravating factors, and\n(b) using the following table, to multiply the Step 1 sum by the number specified in the second column that corresponds to the ranking specified in the first column for the severity of the aggravating factors—\nSeverity of aggravating factors\nMultiply by\n1\n1\n2\n1.25\n3\n1.5\n4\n2\n(2) In making the ranking under sub-paragraph (1)(a), the redress body must apply the criteria specified in the assessment framework.\n(3) The sum resulting under sub-paragraph (1)(b) is referred to as “the Step 2 sum”.",
