  "text": "(1) Regulations under this Act may make different provision for different cases or classes of cases including, in particular, different provision for different health records or classes of health records.\n(2) Any power to make regulations . . . under this Act shall be exercisable by statutory instrument.\n(3) Any statutory instrument containing regulations under this Act or an order under section 2(3) above shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
