The National Assembly for Wales makes the following regulations in exercise of the powers given to the Secretary of State by section 27 of the Audit Commission Act 1998^f1 which are now vested in the National Assembly for Wales in so far as exercisable in Wales^f2 and after consulting the Audit Commission, such associations of local authorities as appear to it to be concerned and such bodies of accountants as appear to it to be appropriate:
