The Lord Justice General, Lord Justice-Clerk and Lords Commissioners of Justiciary under and by virtue of the powers conferred on them by section 16A of the Criminal Law (Consolidation) (Scotland) Act 1995 and section 305 of the Criminal Procedure (Scotland) Act 1995, and of all other powers enabling them in that behalf, do hereby enact and declare:
