The Lords of Council and Session, under and by virtue of the powers conferred on them by section 5 of the Court of Session Act 1988f1 paragraph 37 of Schedule 6 to the Scotland Act 1998f2 paragraph 38 of Schedule 10 to the Northern Ireland Act 1998f3 and paragraph 36 of Schedule 8 to the Government of Wales Act 1998f4 and of all other powers enabling them in that behalf, do hereby enact and declare:
