  "text": "(1) Any person who fails to comply with a requirement imposed by regulation 3, or by a notice served on that person under regulation 4, shall be guilty of an offence and liable, on summary conviction, to a fine not exceeding the statutory maximum or, on conviction on indictment, to a fine.\n(2) Any person who fails to comply with a requirement imposed by regulation 6 shall be guilty of an offence and liable, on summary conviction, to a fine not exceeding level 3 on the standard scale.",
