# The Action Programme for Nitrate Vulnerable Zones (Scotland) Regulations 2003, Paragraph 8


Nitrogen fertiliser shall not be applied to any land if–
(a) the soil is waterlogged;
(b) the land is flooded;
(c) the soil has been frozen for 12 hours or longer in the preceding 24 hours; or
(d) the land is covered by snow.
