  "text": "Where an application for a specified matter has been referred to an independent adjudicator, a further application in respect of the same specified matter is not competent during the period of 12 months beginning with the day on which the education authority sent notice of their decision on the last such application in accordance with regulation 4(3), or regulation 10.",
