# The Adoption Agencies (Panel and Consequential Amendments) Regulations 2012, Introduction: Introductory text

The Secretary of State for Education makes the following Regulations in exercise of the powers conferred by sections 9(1)(a), 84(3), 140(7) and (8), and 142(5) of the Adoption and Children Act 2002, and by section 1(1), (3)(a), (c) and (d), and (5) of the Adoption (Intercountry Aspects) Act 1999, and after consultation with Welsh Ministers.
