  "text": "CHILDREN AND YOUNG PERSONS, ENGLAND SOCIAL CARE, ENGLAND\nMade 23rd February 2005\nLaid before Parliament 2nd March 2005\nComing into force 30th December 2005\nThe Secretary of State for Education and Skills, in exercise of the powers conferred on her by sections 26(1) to (2B), 59(4)(a) and (5) and 104(4) of the Children Act 1989 and sections 9(1)(a), 11(1)(b), 27(3), 53(1) to (3), 54, 140(7) and (8) and 142 (4) and (5) of the Adoption and Children Act 2002 , and all other powers enabling her in that behalf, hereby makes the following Regulations:",
