  "text": "Information about—\n(a) the child's relationship with—\n(i) his parent or guardian;\n(ii) any brothers or sisters or other relatives he may have; and\n(iii) any other person the agency considers relevant;\n(b) the likelihood of any such relationship continuing and the value to the child of its doing so; and\n(c) the ability and willingness of the child's parent or guardian or any other person the agency considers relevant, to provide the child with a secure environment in which he can develop, and otherwise to meet his needs.",
