  "text": "Regulation 4(2) of the principal Regulations (exceptions from procedure in determining whether an allowance should be paid) shall be amended as follows—\n(a) in sub-paragraph (a)(i) of that regulation for “paragraph (i)” there shall be substituted “paragraph (1)”;\n(b) in sub-paragraph (a)(iii) of that regulation for “adopters” there shall be substituted “agency”.",
