The Secretary of State in exercise of the powers conferred by section 57(8) of the Adoption Act 1976^f1 and all other powers enabling him in that behalf and having published a report^f2 under section 57(6) of that Act, hereby makes the following Order, a draft of which has been laid before and approved by resolution of each House of Parliament:
