  "long_title": "These Regulations make provision in respect of adoption allowances schemes prepared by adoption agencies to pay allowances to persons who have adopted or intend to adopt a child in pursuance of arrangements made by such agencies. These new schemes are to replace the existing schemes approved by the Secretary of State under section 51(5) of the Adoption (Scotland) Act 1978 which are to be revoked on the coming into force of sections 51A (adoption allowances schemes) and 51B (transitional provisions as respects adoption allowances) of that Act as provided for in paragraph 25 of Schedule 2 to the Children (Scotland) Act 1995.",
