  "text": "For section 17 of the 1976 and 1978 Acts there shall be substituted—\n“ Convention adoption orders.\n17 An adoption order shall be made as a Convention adoption order if—\n(a) the application is for a Convention adoption order; and\n(b) such requirements as may be prescribed by regulations made by the Secretary of State are complied with.”",
