  "text": "In the case of a proposed application for a Convention adoption order, the report which a local authority must submit to the court in accordance with section 43(a) or 44(5) of the Act must include a copy of the—\n(a) Article 15 Report;\n(b) report prepared for the purposes of Article 16(1); and\n(c) written confirmation of the agreement under Article 17(c) of the Convention.",
