The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 1(1) to (3) and (5) of the Adoption (Intercountry Aspects) Act 1999f1 and section 8 of the Adoption and Children (Scotland) Act 2007f2 and all other powers enabling them to do so.
