  "text": "(1) The Secretary of State may make grants to ARIA.\n(2) Grants under subsection (1) may be subject to conditions.\n(3) The conditions may, in particular, include provision under which sums paid by the Secretary of State under subsection (1) are to be repaid (with or without payment of interest).",
