  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1996/3151 and is being issued free of charge to all known recipients of that Statutory Instrument.\nTELECOMMUNICATIONS\nMade 19th December 1996\nLaid before Parliament 19th December 1996\nComing into Force 7th January 1997\nThe Secretary of State, being a Minister designate for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to advanced television services including digital conditional access and subscription management services, in exercise of the powers conferred on him by that section and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
