  "long_title": "These Regulations implement the provisions of Directive 95/47/EC of the European Parliament and of the Council on the use of standards for the transmission of television signals (O.J. No. L281, 23.11.95, p. 51; “the Directive”), with the exception of Article 1, and Article 2 to the extent that it affects broadcasters other than the British Broadcasting Corporation (“the BBC”). The very general obligations under Article 1 are implemented by, and in the exercise of the powers conferred by, the Broadcasting Act 1996 (c. 55), and the requirements of Article 2 in relation to those other broadcasters are implemented by section 142 of that Act.",
