  "long_title": "This Order establishes the Advisory Committee on Hazardous Substances. The Secretary of State is required, except in certain circumstances, to consult the Committee before exercising the powers conferred on him by section 140(1) of the Environmental Protection Act 1990 to prohibit or restrict by regulations the importation, use, supply or storage of injurious substances or articles. Under section 142(3) of the 1990 Act, the Secretary of State is similarly required to consult the Advisory Committee before making an order specifying potentially hazardous substances under subsection (1) of that section.",
