Whereas a draft of these Regulations has been approved by a resolution of each House of Parliament:

The Secretary of State for the Environment, Transport and the Regions, being a Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to measures relating to air transport, in exercise of the powers conferred on him by that section, hereby makes the following Regulations:
