  "text": "CONSUMER PROTECTION\nMade 17th September 1996\nLaid before Parliament 19th September 1996\nComing into force 31st October 1996\nThe Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures for safety and consumer protection as respects aerosols, and any provisions concerning the composition, labelling, marketing, classification or description of aerosols, in exercise of the powers conferred on him by that section and of all other powers enabling him in that behalf hereby makes the following Regulations:—",
