  "text": "AGGREGATES LEVY\nMade 21st March 2002\nLaid before the House of Commons 21st March 2002\nComing into force 1st April 2002\nThe Commissioners of Customs and Excise, in exercise of the powers conferred on them by sections 17(6), 23, 25(1) and (2), 30, 31(3), 37, 38, 39, 45 of and paragraphs 9(2) and (3) of Schedule 6, to paragraph 2 of Schedule 7 to, paragraphs 1, 9, 10 and 11 of Schedule 8 to the Finance Act 2001, section 51 of the Finance Act 1997, section 132 of the Finance Act 1999 and of all other powers enabling them in that behalf, hereby make the following Regulations:",
