  "text": "(1) There shall be paid out of moneys provided by Parliament—\n(a) any expenditure incurred by any Minister under or by virtue of this Act; and\n(b) any increase attributable to any provision of this Act in the sums payable out of moneys so provided under any other enactment.\n(2) All receipts of any Minister under this Act ... shall be paid into the Consolidated Fund.",
