  "text": "There shall be defrayed out of moneys provided by Parliament—\n(a) any expenses incurred by virtue of this Act by any Minister or government department . . . ; and\n(b) any increase attributable to the provisions of this Act in the sums payable out of such moneys under any other Act;\nand any sums received by the Minister or the Ministers by virtue of this Act shall be paid into the Exchequer.",
