  "text": "CIVIL AVIATION\nMade 21st December 1988\nLaid before Parliament 10th January 1989Coming into force in accordance with article 1\nAt the Court at Buckingham Palace, the 21st day of December 1988\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nHer Majesty, in exercise of the powers conferred on Her by sections 60 (other than sub-section (3)(r)), 61 and 102 of the Civil Aviation Act 1982 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—",
