  "text": "CIVIL AVIATION\nMade 13th March 2002\nComing into force 3rd April 2002\nThe Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred by article 36(1) of the Air Navigation Order 2000 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",

The power enabling that Order to authorise the Secretary of State to make regulations is set out in paragraph 3 of Part III of Schedule 13 to the Civil Aviation Act 1982 (c. 16)."
