  "text": "CIVIL AVIATION\nMade 13th April 1989\nComing into force 1st June 1989\nThe Secretary of State for Transport, in exercise of his powers under article 29(1) of the Air Navigation Order 1985 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
