  "text": "The provisions of this Order, other than articles 56, 76, 118(1) and 118(5), shall not apply to or in relation to:\n(a) any small balloon;\n(b) any kite weighing not more than 2 kg;\n(c) any other aircraft weighing not more than 7 kg without its fuel; or\n(d) any parachute including a parascending parachute.",
