  "text": "The holder of an approval granted under article 180 must not permit any person to act as an air traffic controller or a student air traffic controller in the provision of the service under the approval unless—\n(a) that person holds an appropriate licence; and\n(b) the approval holder is satisfied that the person is competent to perform the duties of an air traffic controller or a student air traffic controller.",
