  "text": "Subject to paragraph 2, every aircraft which must carry equipment specified in this Schedule must be provided, when flying in the circumstances specified in the first column of the Table in paragraph 3 of this Schedule, with the scales of equipment respectively indicated in the second column of that Table.",
