  "text": "(1) In article 143(3), at the end insert “or when providing an air traffic control service at a military aerodrome”.\n(2) In article 144(2)—\n(a) for “18”, substitute “20”;\n(b) for “20”, substitute “21”.\n(3) For article 148 substitute—\n“Prohibition of use of psychoactive substances\n148. A person must not act as an air traffic controller or student air traffic controller whilst under the influence of any psychoactive substance, or any medication, which renders that person unable to safely perform their duties or makes that person a risk to the safety of another person.”.",
