  "text": "These Rules, insofar as they apply to aircraft, shall apply—\n(a) to all aircraft within the Territory; and\n(b) for the purposes of rule 5, to all aircraft in the neighbourhood of an offshore installation; and\n(c) to all aircraft registered in the Territory, wherever they may be.",
