  "text": "(1) The Secretary of State shall draw up a list of zones in which the levels of the relevant pollutants are below the limit values.\n(2) The Secretary of State shall ensure that the levels of the relevant pollutants in these zones are maintained below the limit values and shall endeavour to preserve the best ambient air quality compatible with sustainable development.",
