  "text": "The Secretary of State shall take any necessary measures to ensure that the concentration of nitrogen dioxide in the atmosphere measured in accordance with regulation 7 does not exceed the limit value as defined in the table in Annex I to Council Directive No. 85/203/EEC on air quality standards for nitrogen dioxide (“the nitrogen dioxide Directive”).",
