      "text": "1986 c. 31. Section E4 of Schedule 5 to the Scotland Act 1998 (c. 46) states that the subject matter of section 63 of the Airports Act 1986 is not reserved. By virtue of section 53 of the Scotland Act 1998 (c. 46) the functions of the Secretary of State under section 63 of the Airports Act 1986 (c. 31) are exercisable by the Scottish Ministers."
