  "text": "CIVIL AVIATION\nMade 24th November 1998\nLaid before Parliament 3rd December 1998\nComing into force 31st December 1998\nThe Secretary of State for the Environment, Transport and the Regions, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to air transport, in exercise of the powers conferred by that section, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
