  "text": "(1) A person who is guilty of an offence under regulation 17(3) or 22(4) shall be liable—\n(a) on summary conviction, to a fine not exceeding the statutory maximum;\n(b) on conviction on indictment, to a fine.\n(2) A person who is guilty of an offence under regulation 22(3) shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.\n(3) A person who is guilty of an offence under regulation 23(4) shall be liable—\n(a) on summary conviction, to a fine not exceeding the statutory maximum;\n(b) on conviction on indictment, to a fine or to imprisonment for a term not exceeding two years or to both.",
