# The Airports (Groundhandling) Regulations 1997, Paragraph 2

Extent: E+W+S+N.I.

An application made pursuant to regulation 11(1), (2) or (13) shall be accompanied by a plan of appropriate measures to overcome the specific constraints of available space or capacity which allegedly make it impossible to open up the market or, as the case may be, implement self-handling to the degree provided for in these Regulations.
