The Secretary of State for Transport, being a Minister designated^f1for the purposes of section 2(2) of the European Communities Act 1972^f2in relation to matters relating to the allocation of take off and landing slots for aircraft at airports, in exercise of the powers conferred by tht section hereby makes the following Regulations:
