  "text": "(1) These Regulations must be enforced by the Secretary of State.\n(2) The Secretary of State may authorise in writing any person who appears suitable to act on the Secretary of State’s behalf to—\n(a) carry out any functions under these Regulations, other than those in regulation 20; and\n(b) exercise any of the powers provided by these Regulations.",
